STCW '95
The STCW '78 convention agreement was the first to establish basic requirements on training, certification and watchkeeping for seafarers on an international level. The convention prescribes minimum standards on training, certification and watchkeeping for seafarers that governments are required to meet or exceed.

The convention was heavily amended in 1995, and for the first time included requirements for the training and certification of English language. According to the STCW '95 convention agreement, all seafarers at every level need some ability to communicate in English.
